Development Essentials Launches FY2023 Federal Procurement Workforce Scorecard

Analyzing the fiduciary workload of contracting officers (1102 job series), Development Essentials has developed the first federal wide score card that looks at obligations per contracting officer.  Participating in the first annual scorecard, 38 agencies responded with the number of contracting officers (1102’s).  The score card determines the average obligation per contracting officer based upon fiscal year 2023 reporting at $36.6 million.  Using standard a deviation, 25 agencies scored better than $36.6 million.  A score, Needs Significant Improvement, was given to eight agencies including the major US foreign affairs agencies:  Department of State, US Agency for International Development, US Department of Agriculture and the Centers for Disease Control and Prevention.  The score also includes a hiring goal for those agencies falling below the average. https://developmentessentials.us/wp-content/uploads/2023/11/FY2023-Federal-Procurement-Workforce-Scorecard.pdf
