GAO-14-304 published report titled, Noncompetitive Contracts Based on Urgency Need Additional Oversight on March 26, 2014. GAO examined 62 DOD, State and USAID contracts in fiscal years 2010 through 2012 that used the urgency exception. Nearly half (28 of 62) were incorrectly coded as having used the urgency exception when they did not. Of the remaining 34 contracts of GAO’s sample, some of the justifications and approvals were ambiguous about the specific risk to the government if the acquisition was delayed. Incorrect codes entered would also be exported to usspending.gov, foreignassistance.gov and FPDS-NG, misleading the public as to the true picture of contracts awarded competitively.
